a good start to positioning Delaware would be the off shore wind farms. True, we’re going to have to bite the bullet – but Delaware would then be in position to sell its expertise to other states or even other countries.
and personally, I agree with George Wills in his last book where he states the free market is infintely more capable then our governments.
