The Honorable Andrea L. Rocanelli was appointed to the Court of Common Pleas for the State of Delaware in April, 2009 by Governor Jack Markell. The mission of the Delaware Court of Common Pleas is to provide assistance and a neutral forum to people in the resolution of their everyday problems and disputes in a fair, professional, efficient and practical manner. At the Court of Common Pleas, Judge Rocanelli enjoys the challenges associated with adjudicating a high-volume of matters in a fast-paced environment on the frontlines of the criminal and civil justice systems.

In addition to adjudicating matters throughout the criminal and civil justice systems, Judge Rocanelli is reponsible for the Court’s Drug Diversion Program in New Castle County. Consistent with her commitment to rehabilitative justice, Judge Rocanelli has worked with the Delaware Coalition involving community health and law enforcement to identify alternative approaches to addressing prostitution in our community. The efforts of the coalition have been reorganized by federal agencies which have awarded significatn grants to develop and implement programs in New Castle County. With respect to civil litigation, Judge Rocanelli has focused on the Court’s consumer debt collection actions, including the Court’s 2011 Administrative Directive which adopted and implemented standardized procedural guidelines to ensure fairness to all litigants and improve efficiency in the administration of justice.

Before appointment to the bench, Judge Rocanelli served as Chief Counsel of the Office of Disciplinary Counsel for the Delaware Supreme Court, with responsibility for the practice of law and legal ethics in the state of Delaware. As Chief Counsel, Judge Rocanelli served on various committees, including the Advistory Committee to the ABA Commission on Lawyer Assistance Programs.

In August 2009, Judge Rocanelli was recognized by the ABA Commission of Lawyer Assistance Programs with an award for her outstanding contribution to the bench, bar and public through efforts to maintain the integrity of the legal professions and improve the quality of life for lawyers. In 2012, Judge Rocanelli was recognized by the Delaware Bar Association with the Women’s Leadership Award, which is awarded to a member of the DE Bar whose character, strength, personality, achievement and activities in matters affecting women lawyers have served as an inspiration to and a model for women lawyers in their professional careers.

Judge Rocanelli received her J.D. from Harvard Law School and her B.A., summa cum laude, from Boston College. After several years of private practice in Boston, Judge Rocanelli practiced law in Delaware with the firm Morris, Nichols, Arsht & Tunnell. She is married with three daughters.
