Is Delaware a Nanny State when it comes to small business and workers?

I think everyone can agree that barriers to entry are no good, and I think that to some degree most people can agree there needs to be some level of consumer protection.
Does occupational licensing really protect consumers, or does it just build that illusion?

I’d like to see a study on that!
